The Peruvian Government has submitted late Wednesday to Congress a bill to call general elections on October 8, 2023, as Peruvian President Dina Boluarte had warned, after the Andean Parliament’s new failed attempt to agree on the electoral advance.
«I regret that the Congress has not reached the necessary consensus to bring forward the elections. As I announced in my last message to the nation, we will immediately present the bill so that Peruvians can democratically elect their authorities in 2023», said the Peruvian President in a message released by the Peruvian Presidency.
In this sense, Boluarte urged Congress to review the legislative initiative with «the sense of responsibility and urgency that the country demands».
Thus, the Peruvian Prime Minister, Alberto Otárola, announced that the bill is already on the table of Congress, according to RPP radio station.
«A few moments ago we have submitted to Congress a bill that by constitutional mandate has the character of urgent and priority a legislative initiative in which we are proposing the advancement of general elections for the year 2023», said Otárola outside the Government Palace.
The legislative proposal, approved in the Council of Ministers, provides for the President of the Republic to call general elections to elect the next head of State, as well as the members of Congress, on October 8, 2023.
In addition, the initiative incorporates four special transitory provisions such as that Boluarte’s term of office will end on December 31, 2023 or that the congressmen would end their representation on December 29, 2023.
The decision of the Peruvian Executive takes place hours after the Peruvian Congress has rejected the text presented by the president of the Constitution Committee, Hernando Guerra García, to bring forward the general elections to 2023, after which the session has been suspended and rescheduled for this Thursday.
Peru is plunged into a deep political crisis after the dismissal of Castillo, who announced last December 7 the dissolution of the Andean Parliament and the establishment of a Government of exception.
Following the arrest of the former president, tens of thousands of people came out to protest in various parts of the country to demand the resignation of Boluarte, the dissolution of Congress and the urgent calling of presidential elections. More than 60 people have lost their lives in the riots between demonstrators and security forces.
