A technical delegation of the Inter-American Commission on Human Rights (IACHR) arrives this Tuesday in Peru to meet, among others, with the President, Dina Boluarte, to analyze the umpteenth political crisis suffered by the country after the dismissal and arrest of former President Pedro Castillo.
The IACHR team is made up of nine experts from different countries, who have arrived in Peru at the request of Boluarte’s government, with whom they will meet this Tuesday at the Government Palace. The group is also scheduled to travel to Ayacucho, where the worst moments of this crisis have taken place.
However, this trip may not take place due to the security situation in the city, with new mobilizations planned. Ayacucho is in the spotlight after the violent repression by security forces, who used live fire to break up protests at the airport, leaving a dozen people dead.
In addition to Boluarte, the IACHR experts will meet with various national authorities and civil society representatives. The human rights organization already expressed its «concern over the exponential escalation of violence in the protests» and urged the parties to follow «democratic channels» to reach a solution to the crisis.
In addition to the demands of the Peruvian government, a group of lawyers from Ayacucho also contacted the IACHR to launch an investigation into the excessive use of force by police and military during the protests, reports the newspaper ‘La Republica’.
The demonstrators claim that the state of emergency decreed by the government has served to make the security forces feel legitimized to commit all kinds of outrages. For their part, the law enforcement authorities justify that the deaths have occurred after attacks on the agents.
Thursday and Friday of last week saw in Ayacucho the most violent and mournful days of the protests so far, with the Army repressing with live fire the protests at the airport, leaving nine dead, and the demonstrators responding with acts of vandalism of some public buildings.
The arrival of the IACHR comes at a time when new protests are planned to demand the convocation of elections as soon as possible and the dismissal of the Congress, which is held responsible for this new political crisis, which has already left hundreds of people injured, dozens detained and some thirty dead.
Two weeks ago and on the eve of his third motion of censure in barely a year and a half of mandate, Castillo tried unsuccessfully to dissolve the Congress, to establish a government of exception and to call new legislative elections in order to form a constituent process with which to draw up a new Constitution.
However, the Congress stopped the maneuver and after removing him from office, he was arrested on his way to the Mexican Embassy. Since then he has been imprisoned on charges of rebellion. The first short mobilizations applauding his arrest then gave way to massive demonstrations in his support and against the powers that be who have worked against him.
